The Victorian Government is upgrading the Eastern Freeway with new express lanes, new traffic management technology and Melbourne’s first dedicated busway. These changes will slash travel times and improve public transport in Melbourne’s east

Symal is part of the Eastern Freeway – Burke to Tram Alliance with Major Road Projects Victoria, Laing O’Rourke, Arcadis and WSP. Our scope of work includes a new interchange connecting the Eastern Freeway to the North East Link tunnels, major road and bridge upgrades between Burke Road and Tram Road, smart traffic management technology upgrades and new noise protection to meet Victoria’s toughest traffic noise standards. The local community will also benefit from new and upgraded walking and cycling connections, upgrades to Koonung Creek Reserve and revitalised wetlands and open spaces.

The role:

As our Alliance continues to grow, we are looking for a degree-qualified and experienced Senior Quantity Surveyor/Senior Contract Administrator for Utilities & ITS in the package Commercial team.

Reporting to the Commercial Manager, you will support the package to ensure EBTA governance, procurement, finance and commercial systems and delegations of authorities are implemented and effectively controlled.

Your every day:

  • Support the Project Delivery Team’s commercial and financial resources to meet EBTA requirements, supporting package owners and engineers to carry out procurement, cost management, forecasting and reporting, subcontractor management and project close out  
  • Ensure that all subcontractor claims received from contractors are certified & processed by the site-based commercial team in line with timing requirements (including SoPA), assisting in compiling & processing documentation as required. 
  • Ensure that all contractual terms are understood by the project team and subcontracts are managed appropriately in accordance with the contract terms, from the time of contract execution to final commercial close-out. 
  • Undertake post-contract reviews and report on recommendations and corrective actions.
  • Identify trends in forecast costs (e.g. consistent budget overrun), and identify and propose appropriate measures to remedy elements of the project where costs are not meeting budget.
  • Assist to manage and negotiate / resolve settlement of downstream disputes on a best for project basis.    
  • Effectively utilise various systems used to support and deliver procurement, contracts administration and cost and forecast activity, such as TeamBinder, PRISM, COINS etc. 
  • Assist in the compilation of the monthly contract review pack and presentation of this pack with the Section Director at monthly Alliance contract/project reviews. 
  • Has a detailed working knowledge of bonds, guarantees, warranties, insurances, letters of intent and other common contractual mechanisms.    
  • Can manage the recording and submission of claims in respect of delay and loss / expense. Able to formulate detailed arguments in respect of such issues and make representation to the relevant parties.    
  • Able to assist in the valuation of complex change events and manage, lead and advise the team in performing these tasks.  

Who are you?

  • Bachelor’s Degree in Construction Management or related qualifications in Quantity Surveying
  • More than 7 years’ experience in Quantity Surveying or Contract Administration within the Construction industry
  • Strong interpersonal skills with the ability to build and maintain good working relationships with all parties
  • Experience working on complex major infrastructure projects eg. Road, Rail, Tunnels
  • Ability to travel to and work from site offices in the eastern suburbs
  • Australian or New Zealand Citizenship or Permanent Residency required, as this is a permanent, full-time position
